Free vs. Patron WIFI Access

I saw recent postings about the use of authentication of patrons before allowing WIFI access within their buildings.  I wonder why?  I think that requiring patrons to identify themselves before connecting is like requiring them to show ID before using a reference book.  Yeah, I know libraries have had to hold ID cards in order to keep very popular titles from being stolen, but when it comes to WIFI there is nothing to steal?
